Through her dedication towards holistic care and social rehabilitation, she continues to strengthen Santulan’s commitment towards long-term recovery, emotional healing and social reintegration.

Mr. Smart began his journey in the field as a de-addiction counselor, where he provided direct support to individuals struggling with substance dependence. His empathetic approach and deep understanding of addiction psychology enabled him to help numerous clients initiate and sustain their recovery journeys. His hands-on experience at the grassroots level laid a strong foundation for the impactful work he would go on to do at national and international levels.

A key milestone in his career was his long-standing association with the Regional Resource Training Centre (RRTC) at the Muktangan Rehabilitation Centre in Pune. As an active member, he played a crucial role in training professionals, both from India and abroad, on effective methods of treatment, rehabilitation, and harm reduction. His contributions helped shape the curriculum and delivery of specialized training programs for global delegates, thereby extending his impact beyond regional borders.

From January 2006 to May 2008, Mr. Smart served as a Senior Counselor with the United Nations Office on Drugs and Crime (UNODC). In this role, he acted as a regional support person for India and contributed significantly to the development and implementation of the “Harm Reduction” program. His involvement in the H-13 Project, a key initiative under the UNODC, reflects his commitment to evidence-based interventions and inclusive, humane approaches to addiction treatment.

In addition to his national and international roles, Mr. Smart has actively contributed to local community initiatives. Notably, he worked in close coordination with the Government of the Andaman and Nicobar Islands to design and implement a comprehensive de-addiction program. His efforts led to the establishment of a state-supported de-addiction center, which continues to serve as a crucial support system for individuals and families affected by addiction in the region.

Mr. Smart’s work also includes collaboration with the Pune Police Department, where he spearheaded awareness and prevention campaigns targeting diverse segments of society. He conducted workshops and educational sessions in colleges, residential societies, and corporate environments, focusing on substance abuse prevention, early intervention, and the importance of community support in recovery.

With a career spanning nearly three decades, Dwijen Smart has built a legacy of compassionate care, professional excellence, and strategic leadership in the field of de-addiction. His multidisciplinary approach and dedication to service have made a lasting impact on countless individuals and institutions alike. He continues to be a respected voice and advocate for progressive, humane, and science-driven addiction recovery solutions.
